What is a Registered Clinical Counsellor?

A Registered Clinical Counsellor (RCC) is a counsellor or psychotherapist registered with the BC Association of Clinical Counsellors (BCACC). BCACC calls the RCC designation the de facto standard for clinical counselling and psychotherapy in British Columbia.

BCACC lists a master's degree in clinical counselling, psychotherapy or a related field as a requirement. Applicants also need at least 100 hours of clinical supervision, with 25 or more of those hours direct, plus two references.

Two RCCs can work in very different ways. Each First Session profile pairs the designation with an intro video and an in-depth bio, so you can compare style and focus before you book.

What to know about Registered Clinical Counsellors in Victoria

Online and in-person

The first list above shows counsellors based in British Columbia. The second list shows counsellors from other provinces who are insured to provide online care to BC clients.

Ask a counsellor whether they see clients in person in Victoria, by video, or both. Their profile and the free consultation are the places to settle it.

Credentials in British Columbia

BCACC is a professional association. It says regulation of clinical counselling and psychotherapy in BC starts on November 29, 2027. Complaints will then go to the College of Health and Care Professionals of BC (CHCPBC).

The Canadian Certified Counsellor (CCC) is a designation from the Canadian Counselling and Psychotherapy Association. It requires a master's degree and at least 150 client training hours.

Cost and insurance

First Session's Victoria page says sessions typically cost between $100 and $250. According to First Session's guide to provincial coverage, MSP does not cover psychotherapy and counselling therapy, so payment comes out of pocket or from workplace benefits.

You pay each session by card and claim reimbursement with the receipt. It shows the counsellor's license number and designation.

Low-cost counselling in Victoria

Citizens' Counselling Centre offers individual and couples counselling to adult residents of Greater Victoria. According to its 211 listing, fees follow a sliding scale based on income. The phone number is 250-384-9934.

How to choose a Registered Clinical Counsellor in Victoria

1Read the bio for your concern

The RCC designation sets a training baseline. The bio shows what a counsellor focuses on, such as anxiety, grief, relationships or trauma, and which methods they name, like CBT, EMDR or emotion-focused therapy.

2Ask where they trained

The University of Victoria says its Master of Arts in Counselling Psychology offers all courses BCACC requires for RCC enrolment. Ask where a counsellor trained and what extra training they hold in their main method.

3Watch the intro video

A designation tells you what a counsellor completed. A video shows pace, warmth and how they explain their work. The listings above include a short video for each therapist.

4Use the free consultation

Counsellors who offer the free 15-minute consultation can be booked from the profile. Ask about their experience with your concern, how sessions are structured, and whether they offer reduced rates.

Frequently Asked Questions

Does insurance cover Registered Clinical Counsellors in Victoria?

It depends on your plan. A First Session guide to Blue Cross coverage lists RCC among the designations typically eligible, and adds that every policy is different.

Check whether your plan names RCC before you book. The designation appears on each profile, and the receipt you receive after a session carries it for your claim.

Does MSP cover counselling in BC?

No. According to First Session's guide to provincial coverage, psychotherapy and counselling therapy are not covered by MSP.

The same guide says government-operated services, such as local mental health centres, are typically fully covered. For a lower-cost private option, Citizens' Counselling Centre in Victoria uses a sliding fee scale based on income.

Is the RCC title regulated by the government?

Not yet. BCACC says regulation of the profession starts on November 29, 2027. The College of Health and Care Professionals of BC says anyone who practises psychotherapy and calls themselves a psychotherapist must be licensed by it from that date.

CHCPBC expects the application process for experienced practitioners to open in summer 2027. Its page does not yet say how RCCs are affected.

What is the difference between an RCC and a CCC?

Both are association designations. BCACC grants the RCC and requires at least 100 hours of clinical supervision. The Canadian Counselling and Psychotherapy Association grants the CCC and requires at least 150 client training hours.

The CCPA says CCC standards demonstrate qualifications for counselling in unregulated provinces, including BC. Ask which one a counsellor holds.

How does First Session check counsellors in BC?

According to First Session's vetting page, every therapist must be licensed and in good standing with their provincial college. Where a province has no college, a self-regulating association is accepted instead.

Each therapist also completes an on-camera interview, typically about 60 minutes. That interview becomes the intro video on the profile.

Who can I call in Victoria if I am in crisis?

In an emergency, call 911. The Vancouver Island Crisis Line is 1-888-494-3888, open 24 hours a day, and 9-8-8 is the national suicide crisis helpline.

The Vancouver Island Crisis Society also runs a text line from 6 p.m. to 10 p.m. daily, at no cost.
