How Blue Cross covers therapy in Ontario

Ontario Blue Cross sells individual health plans. Its Complete Health brochure (September 2025) lists one benefit line for psychologists, social workers, clinical counsellors and psychotherapists.

The Entry, Essential and Enhanced levels list $55, $80 and $95 per visit, with maximums of $250, $400 and $500 per calendar year. Coverage levels of 60%, 70% and 80% appear in the same section.

This page lists Ontario therapists by designation so you can match a profile to the wording in your plan.

A session priced above your per-visit amount leaves you covering the difference. First Session profiles show fees and the exact designation, so you can check both before booking.

What to know about Blue Cross therapy in Ontario

Online and in-person

The brochure also lists online therapy counselling under its inConfidence program: 5 hours of individual and 5 hours of couple counselling per year. It does not say which plan levels include it.

First Session's guide to Blue Cross says online therapy is generally covered when the provider meets the policy's credential requirements.

Credentials in Ontario

According to the College of Registered Psychotherapists of Ontario (CRPO), Registered Psychotherapist is a protected title. The controlled act of psychotherapy came into force on December 30, 2017. RP (Qualifying) holders practise with clinical supervision while they finish the requirements.

Social workers registered with the Ontario College of Social Workers and Social Service Workers may also use the title psychotherapist without joining CRPO. The College of Psychologists and Behaviour Analysts of Ontario reserves Psychologist and Psychological Associate for its members.

Cost and insurance

A Toronto-area psychotherapy referral service reports an average of $150 to $300 per 45-minute session. Therapists set their own fees, and session lengths differ, so compare session length as well as rate.

The Guaranteed Acceptance Plan has no medical underwriting. Its flyer lists 70% up to $300 per calendar year for the same provider types.

Free public option in Ontario

Ontario Health describes the Ontario Structured Psychotherapy Program as free, publicly funded cognitive-behavioural therapy for adults 18 and older with depression or anxiety-related symptoms. You can self-refer through your regional network.

How to choose a Blue Cross therapist in Ontario

1Match the designation to your plan

Read your benefits booklet for the list of covered providers, then compare it with the designation on each profile, such as RP, RSW or psychologist. The brochure does not separate RP from RP (Qualifying), so ask Blue Cross about the second one.

2Compare the fee with your per-visit amount

At the Essential level, five visits at $80 reach the $400 yearly maximum. Divide your own yearly maximum by the session fee to see how many sessions it funds.

3Watch the intro video

A bio lists training. A video lets you hear how someone talks about your concern. First Session profiles include a short intro video, so you can judge the tone before you book.

4Decide how to claim

Ontario Blue Cross lists direct billing at participating providers and claims through its mobile app. First Session does not offer direct billing, so you pay the therapist and claim reimbursement yourself with your receipt.

5Use the free consultation

Book the free 15-minute consultation from the profile. Ask about the therapist's experience with your concern and what the receipt shows for your claim.

Helping Every Therapy Seeker Find the Right Fit

Compatibility is the most important factor when choosing a therapist. But finding the right fit isn’t easy. First Session takes the time, guesswork, and emotional labour out of that process.

  • Search a curated therapist network

Narrow your search to a list of rigorously vetted therapists you’ll actually consider booking. Because finding a therapist shouldn’t involve reading endless generic bios.

  • Assess for fit before you commit

Decide if a therapist is the right fit for you before booking with interview videos and in-depth bios. No more switching or re-telling your private feelings and story

  • Book directly (and instantly)

Schedule an available session or free consultation right from the First Session platform. No 3rd party intake calls or back and forth emailing required.

Free yourself from the stress of endless searching and switching

Convenience-first approach to finding a Blue Cross

  • Burnout from endless search results and unhelpful Blue Cross profiles.
  • Disappointment and frustration from generic intake calls and unproductive ‘free’ consultations.
  • Emotional stress from repeatedly revealing private thoughts and feelings to incompatible Blue Crosss
  • Stalled mental health progress because of limited availability, timezone differences, or constantly switching providers
  • Risk of abandoning therapy process altogether because of frustration, exhaustion, or depression

Connection-first approach to finding a Blue Cross with First Session

  • Instantly create a short-list of Blue Crosss qualified to support your journey
  • Get to know a Blue Cross’s personality, approach, and experience before booking
  • Share your private history, thoughts, and feelings only if there’s a connection
  • Save time and minimize stress by finding the right fit without endless switching
  • Make meaningful progress sooner and commit to lasting, meaningful change

Frequently Asked Questions

Does Blue Cross cover therapy in Ontario?

Yes, on plans that include the health practitioners benefit. The Complete Health brochure lists $55, $80 or $95 per visit, up to $250, $400 or $500 per calendar year.

Each policy sets its own amounts, so use your benefits booklet for yours.

Which therapist designations does Ontario Blue Cross list?

The brochure names psychologists, social workers, clinical counsellors and psychotherapists. It does not name RP (Qualifying) separately, so confirm that one with Blue Cross.

In Ontario, Registered Psychotherapist is restricted to CRPO members, and registered social workers may also use the title psychotherapist.

Do I need a doctor's referral for Blue Cross therapy in Ontario?

The brochure lists no referral for the psychologist, social worker, clinical counsellor and psychotherapist line. It says a physician referral is required for certain benefits and points to the policy.

The Guaranteed Acceptance flyer shows no waiting period for that line. Confirm referral wording in your own policy before booking.

Can I claim online therapy sessions with Blue Cross in Ontario?

Yes, when the therapist's designation is on your plan's list. Therapists registered in Ontario appear in the first listing above, and out-of-province therapists insured to provide online care in Ontario appear in the second.

How do I submit a Blue Cross therapy claim in Ontario?

Ontario Blue Cross lists two routes: direct billing at participating providers with your card, and claims through its mobile app. First Session provides receipts for reimbursement.

Questions about your plan can go to Blue Cross at 1-833-950-1137, Monday to Friday, 9 am to 5 pm Eastern Time.

What is the difference between an RP and an RSW in Ontario?

A Registered Psychotherapist (RP) is registered with CRPO, the regulator of psychotherapy in Ontario. A Registered Social Worker (RSW) is regulated by the Ontario College of Social Workers and Social Service Workers.

Both can offer psychotherapy under their own college's rules. Your plan lists which designation it reimburses, so match that list to the profile.

Is there free therapy in Ontario once my Blue Cross limit is used?

For some adults, yes. The Ontario Structured Psychotherapy Program offers free CBT through regional networks, and you can self-refer or ask your doctor.

Ontario Health says the program is not suitable for everyone, including people with complex needs.

You deserve more from therapy.
